I sold or bought Georgia film tax credits. Why is the IRS asking questions?

Transferred film credits raise federal questions about the character and timing of the income to the seller and the basis to the buyer, and loan-out companies used by cast and crew draw payroll-tax and reasonable-compensation scrutiny.
