The US-Germany tax treaty (1989) is relatively comprehensive and covers employment income, business profits, dividends, interest, royalties, and pensions. German Riester-Rente and Rürup-Rente private pension accounts are not automatically treated as tax-exempt under US law. US persons in Germany must report German bank accounts and investment accounts on FBAR and potentially Form 8938. Germany's BaFin-regulated financial institutions fully comply with FATCA. US citizens receiving German social security (Deutsche Rentenversicherung) may be able to exclude it under treaty.
